EU doesnt allow Albania to issue passports or plates to Kosovars
You need to be part of EU like hungary and Bulgaria, then you can hand out everything you want.
The solution was, and will be, “status neutral” license plates. Kurti will adopt this solution and claim victory, when Belgrade has been proposing this compromise for more than a decade.

Begin of August it was peaceful, calm and even cheerful. No one needs this stupidity. If you insist that "x" has a longer dck than "y", than provide these plates for free.
And BTW: at least 10-15% of the cars in Kosovo has no license plate at all. Who made this license plate war is an idiot.
And BTW/2: if your riot police does not wear any masks... the barricades are not as strong as Aunt Corona.
And BTW/3: the number of vaccinated people in Kosovo is next to nothing and no one cares less. I would be more concerned about Aunt Corona than about the license plates. Kurti, take your medication.
