If the 3 can come to an agreement without the politics rubbish, they will gain more than joining the EU.
Joining the EU means signing over your sovereignty to Brussels, refinance your nation's debt and go into debt to Brussels.
At least if the 3 come to an agreement, they retain their sovereignty and independence.

Joining EU has serious benefits, but it has to be done with insisting on benefits, not giving up. Same with Schengen area.

I doubt, that the plan of "mini-Schengen" can be implemented before the desired deadline because of COVID.
