How are the Germans going to train the Albos when their own military is ill equipped to fight a war? In 2018, Germany infantry used broom handles as part of drill movements prior to deployment to Afghanistan and when they finally got there their soldiers did not know how to operate the rifles.
Another point is that the Germans have a terrible history in the Balkans and I seriously doubt they wish to blacken their reputation further. The US? Oh yes with a capital Y, they would sell out their own mother for profit.
Have the Albos approached the Germans? I’d say many times, but the other influence here are Russia and China. In particular China which has an even bigger influence on Germany.

I am not aware at the moment of Germany selling arms to the Republic of Kosova but just yesterday the USA had a big shipment of military equipment that was received in Kosova. The Republic of Kosova is on the fast track to build its military so it can join NATO. The immediate goal of Kosova and USA is for Kosova to join the NATO. The USA has been helping Kosova in all areas of building a strong military and has a lot of Kosova's generals and higher rank military educated in USA. Recently two Albanians graduated from the West Point, the highest and most prestigious military academy in the world.
