I think Borrell has no say- so on anything whatsoever. He will be under close supervision by the upper diplomats considering how bad Mogherini made EU look with her corrupt ways of doing politics and him being from Spain. Ursula (EU President) will be on top of this dialogue considering that she is very supportive of Kosova and the fact that Merkel personally is very involved in all of this. Kosova is in great hands with Ursula leading the EU.

I am happy that Spains Borreli is chosen. This means for another four years no deal between Serbia and Kosova.
