Isn't it adorable for Serbia to try and make this meeting look like it was about building relations when in reality the Brits went to Belgrade to deliver facts on how the dialogue process should proceed.

(Good news Mr Moore, let us put it into the practice) british - serbian would like closer contact with rep Serbia, not dictatorship but understanding KiM is a province of rep Serbia not the other way around.
In WW2 Mr Churchill briefly made a mistake that resorted to correction in 2008 uk again made a huge mistake by running before they could walk.

I suggest we reconstitute a devolved Yugoslavia. A free trade zone with a bi- annual conference in alternating capitals to discuss progress. Albania should be included. It’s the only way we’ll have have a shot in hell of making it. I mean really making it. We have the people. We have the resources, we have the language and we have the geography. Everything is in our hands.

I just returned fr rep Serbia.
I saw no suffering Serbs.
10kg of meat,several bread loaves, 10l of wine. And about 10meal courses. Some suffering?
I met a young man searching a public rubbish bin collecting plastic bottles. I pushed 1000rsd into his hand to thank him for being proud, doing something to oppose stealing, drug dealing and other. He thanked me with a huge smile.
I told him when I am next in his town I will look out for him.And I will.

United Kingdom need all the help they can get their BRexit is coming up very soon there won't be any more free trade with the EU. Or close political say on the EU laws that also neans UK support for Albanians will most likley disappear.
UK is in need for new trading partners Serbia has proven to the British that they are serious about business that is one of the reason why they started to invest in serbia and high level talks with Serbia is a clear indicator of their intent. Kosovo Albanians did not help UK in any way economically speaking, all they did is to pull resources from UK and given nothing back. the Future of independent Albanian Kosovo is also is not a reality the Albanians want to make it part of their own country. Which has caused EU members to disagree with each other. Donald Trump wants Kosovo to be settled with serbia and the Albanians. That is the other reason UK has decided to move away from the Albanian friendship. It's not worth they time or Money
