I have to believe that as soon as the Albanians left Serbia's protection, the welfare system fixed itself. They were the one draining the system with their 23-25 child families and unemployment. Pretty cut and dry I think!!!

I rather think the exodus of citizens reduced unemployment which in turn reduced poverty, just take a drive in the outskirts of Pozarevac and you Will see unapred roads everywhere and roads which loks like they have benen hit by asteroids ....
