Kosovo flag saga continues: Spain allows, but India bans

The reason Spain changed its mind is because IOC gave them an ultimatum. IOC told Spain "you either allow Kosovo (who's a member of IOC since 2014) to take part, or no more sporting events will be held in Spain".

By the way, the athlet who wasn't allowed to go to India has received a passport from Albania. In a way they're helping Kosovo become part of Albania. I'm not complaining at all.

Probably also because Kosovo is a member of the IOC like other non-sovereign territories like Hong Kong and Chinese Taipei. However, since Kosovo likes to think it's a legal sovereign state, even though it isn't, it frequently runs into problems like this. Think about why legitimate sovereign states never have this problem but Kosovo* does.

I did find it myself and stand corrected!
However, the IOC "suggested", not ruled on this issue and suggestion.
