Consequently, the Brussels Agreement would also contain confidential sections and non-disclosure is of paramount importance.
Some parts of that confidential section have been leaked, possibly intentional, and are no longer secret, so I think Alex Vulin is not talking through his hat.

Although I am not privy to the Brussels Agreement it would be no different to any commercial agreement. In the case of the Brussel’s Agreement several things have come out which I guess was meant to be secret so possibly Vulin’s comment is no different.

I don’t speak for Belgrade but if I was in their position I would not sign anything that was not in my interest because time is on my side. It’s Pristina that wants this finished possible being pressured by the EU.
Why would Thaci sign the formation of Serb local councils if he was not in a rush or being pushed?
Does the EU have a hold on Serbia because of negotiations to join the EU? Well they were instructed to place sanctions on Russia and Belgrade said no and negotiations to join continue with another 3 or 4 chapters by end of year.

I won’t bore you with great details but there is something called “Commercial in Confidence” in commercial agreements, meaning it identifies information that could damage a party's commercial interests, intellectual property or trade secrets if made public. Consequently, the Brussels Agreement would also contain confidential sections and non-disclosure is of paramount importance.
Some parts of that confidential section have been leaked, possibly intentional, and are no longer secret, so I think Alex Vulin is not talking through his hat.
No army LOL, but as I said before what’s the big deal about an army when it would be a token effort at best since you can’t fund it. If you think the US will give you something for nothing, think again. They “gave” Croatia two helicopters and the paint is peeling off one of them. Very much like they gave them Humvees which needed “only a paint job” but in fact had to be rebuilt from the ground up to be serviceable. I think they are still rusting away in a Zagreb suburb.
