Heads of government of the six Western Balkans states gathered today in an informal meeting in Albanian port city of Durres to talk regional cooperation.

Likely that Germany wants to first see how a union of these jurisdictions first functions on it’s own before any integration with the EU. BiH, Serbia (including a KiM), Montenegro, FYROM, and Albania will have to integrate with themselves first.
