Yugoslav Army records show only 3000 Albanians crossing from Albania to Yugoslavia for almost 40 years and the majority of them just transited thru Yugoslavia to settle in the West as political refugees.

Exactly what I wrote many times. If Albanians want to be friendly with someone in their vicinity, the best target is (obviously) Italians, Greeks and Serbs.

The worst to even approach are the Hungarians.
And among Hungarians the ones from Vojvodina are the most hostile towards Albanians.

With the notable exception of Orbángutang, who is a Rom from Felcsút area - and not from Vojvodina. But as far as hostile relationship he is probably the champion.

No wonder his campaigns against the Albanian bakeries.
