According to a map of the Ottoman administrative divisions c. 1885, modern Kosovo was part of the Vilayet of Kosovo, while modern Albania consists of parts of three other vilayets (Scutari, Monastir and Janina). Hence it is clear that Albanians in the two modern territories were governed separately, and in no sense was the territory of modern Kosovo "annexed from" the territory of modern Albania. Moreover, the original Vilayet of Kosovo contained, besides modern Kosovo, much territory which is part of modern Serbia - so that historically, it's undeniable that at least [the Vilayet of] "Kosovo is Serbia".

You "forgot" to give one little detail about the vilayets,which was crucial at the time of there formation. These vilayetes were formed based on ethnic line population, or list to say ,on the majority of a particular ethnic people .4 vilayetes had absolut Albanian majority population, after Servia was recognised as a independent state. Logic must be based on some knowledge while you know nothing. In middle ages Georgians were southern Rus Cossacks and the Ossetians lived in several vast regions of what you call Georgia and were part of Russia. Those were Armenian lands granted to Loris-Melikovs by Shahinshah.

In 1936 Ossetian lands were granted to Georgia. In 1991 Georgia abandoned the USSR and tried to steal Ossetians with them. But the last ones did not like the idea so they started the long and bloody war against the Georgians. Then somehow Russia organized a seacefire that lasted till 08.08.08. These vilayetes were formed based on ethnic line population, or list to say ,on the majority of a particular ethnic people .4 vilayetes had absolut Albanian majority population, after Servia was recognised as a independent state.
