Russia did give Serbia loans for infrastructure for railway and highway at lower rate then EU.

@rote the GDP of Russia is same as Italy so no need to argue. Russia is in terminal decline. The industrial progress that russia made was thanks to german prisoners of war during WWII. The EU members have imposed sanctions on Russia, until you are ready to adjust your foreign policy to match that of the other EU countries, you have no reason to be having negotiations about joining.
You can't sit on both chairs. Serbia is not that special as you think it is for the EU bend to Serbia. If Serbia wants to join it will have to bend to the EU. There is no other way around it.

The EU invested in Serbia’s transport infrastructure (Sloboda, Zezelj and Gazella bridges, roads and border crossings), health care (ambulance cars, mammographs, medical waste treatment), air and water quality, solid waste (Subotica, Sremska Mitrovica, Uzice, Pozerevac), accessing EU programmes such as Erasmus and reforming the public administration to deliver better services to citizens. In recent years support is increasingly oriented towards preparations for EU membership.
I can't believe some people still regard this man as a reputable policy expert on the Balkans. In fact Serbia is one of the biggest recipients of EU funds in the world. It is the biggest recipients of EU funds from the whole region of the Western Balkans with 200 million Euros per year. The EU invested in Serbia’s transport infrastructure (Sloboda, Zezelj and Gazella bridges, roads and border crossings), health care (ambulance cars, mammographs, medical waste treatment), air and water quality, solid waste (Subotica, Sremska Mitrovica, Uzice, Pozerevac), accessing EU programmes such as Erasmus and reforming the public administration to deliver better services to citizens. In recent years support is increasingly oriented towards preparations for EU membership.

The whole thing is the EU is trying to paint a picture that it is giving funds to Serbia whereas it is providing high interest loans with lots of strings attached. China provides the lowest interest with much less strings attached.
Look, I believe the future for Serbia is in the EU. Serbian leaders have made that clear. But that doesn't mean they should have to abandon countries that have stood by them while NATO countries bombed them and recognized Kosovo, in violation of UN resolutions.

The EU members have imposed sanctions on Russia, until you are ready to adjust your foreign policy to match that of the other EU countries, you have no reason to be having negotiations about joining.
You can't sit on both chairs. Serbia is not that special as you think it is for the EU bend to Serbia. If Serbia wants to join it will have to bend to the EU. There is no other way around it.

Russia did give Serbia loans for infrastructure for railway and highway at lower rate then EU.

I can't believe some people still regard this man as a reputable policy expert on the Balkans. As a loyal spokesman for the US State Department, he's long held to the ridiculous West vs. Russia belief for Eastern Europe and the Post-Communist world. Foreign policies are far more dynamic then that, as he should assuredly know considering the US wages a "war on terror" while maintaining very close links to Saudi Arabia.
Second, he needs to pay far more attention to Serbia under Vucic, who has made it his political legacy to steer Serbia into the EU by any means necessary, and who has taken on the mantle of pro-EU autocrat in the region, fashioned after such "model" governments at Milo Djukanovic.
Finally, he's way too forgiving of anything coming out of Washington's pet project in Kosovo and has been laying the blame for this disputed territory's barriers to the UN at the foot of Moscow for years, while simultaneously condoning Washington's prevention of Palestine.
