The whole situation is very unfortunate, especially for those who live and work in the area. The arbitration process should have restarted after the violation by the Slovenian Judge (which caused his resignation from the tribunal). That being said, the Croatian delegation should not have left the tribunal (in protest) and instead contributed to the decision.

That wasn't an army. That was fleeing civilians. Some of them actually defended themselves and took a few Croat soldiers with them. Croats don't fight well when facing an army.
