"Over the weekend, about ten mountain villages in the municipality of Vladicin Han were cut off due to snowdrifts up to three meters tall."

Of course 25 below zero is a bigger problem on the Balkans than in Russia where the temperature is reaching 30-50 now and then. So I wish you good luck.

I would not be Rote should I pass by the toponymal "Vladicin Han" without a comment. Because it can be interpreted only as ВЛАДЫКИН ХАН = KHAN OF THE VLADIKA = KHAN OF THE TSAR where KHAN = KNIAZ.
