MOSCOW The security advisor to the U.S. President Barack Obama has handed over his "constructive" message to Russian President Vladimir Putin, the Kremlin has said. Senior U.S. official Tom Donilon personally delivered the message to Putin after the Russian president joined the talks that Donilon was holding with his Russian counterpart Nikolai Patrushev, the AFP is quoting a statement issued by the Kremlin.
