International law experts have stated that the use of indiscriminate weapons that generate a massive blast wave and scatter shrapnel over a wide area could constitute a war crime due to the presence of large numbers of unprotected civilians, including children, women and the elderly.

Weapons fragments from the ruins of the Al-Baqa cafe, photographed by the Guardian, have been identified by weapons experts as parts of the 230 kilogram MK-82 general purpose bomb.

The large crater left by the blast is further evidence of the use of a large and powerful bomb such as the MK-82, two weapons experts said.

A spokesman for the Israel Defense Forces (IDF) said the attack on the cafe was being investigated and that "steps were taken prior to the attack to reduce the risk of harming civilians through the use of aerial surveillance".

Medical and other officials said between 24 and 36 Palestinians were killed and dozens injured in the attack on the cafe.
