France and Germany have a plan; It could also affect Serbia

Germany and France have proposed giving countries seeking EU membership greater opportunities to join EU programs and gain access to the single market before formally becoming members of the bloc.

The proposal also raises the possibility of allowing representatives from the Western Balkan countries and Moldova to participate in parts of EU ministerial meetings and summits, although without voting rights.
