Dodik: Referendum not on secession Dodik said that “no one can completely rule out the possibility that at some point there will be a time when a referendum on the status of RS will be in accordance with the evaluations and rights that its citizens have.” “RS has the right to protect its status which it has brought into Bosnia-Herzegovina,” the Bosnian Serb entity premier further stated. According to Dodik, the RS citizens have been facing decisions of the Office of the High Representative (OHR) for many years, “that have passed laws founded neither in international law or the description of their activities.” “The Dayton Agreement is constantly being violated and we were forced to react to this unlawfulness.” “The possible question for the referendum that could be announced in the next several weeks is a confirmation of our Dayton orientation and resistance against the unlawful behavior of the High Representative in Bosnia,” Dodik said. The RS prime minister also noted that the referendum would be of "mandatory nature".
