Ukrainian strikes on Moscow and the Moscow region on Sunday demonstrated Russia’s inability to effectively defend even its own capital. The realization of this has already sparked frustration in the Russian capital, along with widespread criticism.

As stated in the latest report by the Institute for the Study of War (ISW), the realization that Russia cannot protect its capital from Ukrainian strikes has triggered a wave of disappointment and criticism, with calls for stronger air defenses and “retaliatory strikes.”

Some critics went so far as to demand the use of tactical nuclear weapons.

On the other hand, the ISW assesses that the Kremlin’s response has been restrained. The report mentions only a statement by Russian Foreign Ministry spokesperson Maria Zakharova, who criticized the Ukrainian strikes for their alleged impact on civilians, without referencing attacks on Russian air defense facilities or oil infrastructure.

Russian military leaders, as further noted, are calling on the Kremlin to establish a multi-layered and unified air defense network aimed at countering drones across a wide area around Moscow, as well as an early warning system. They emphasize that Ukrainian forces are expanding the scope and intensity of their long-range strikes, thereby overwhelming Russia’s air defenses.

Some military bloggers have called for retaliation, including the use of tactical nuclear weapons, and have criticized the responses from Peskov and Zakharova as inadequate.

“Russian military bloggers have repeatedly pointed to shortcomings in Russia’s air defense and called for retaliatory strikes,” the ISW report states.

 

Largest attack on Moscow and the Moscow region

On the night of May 17, numerous cities in the Moscow region reported a drone attack. Explosions were reported in the Moscow suburbs of Khimki, Durikino, Lobnya, Zelenograd, and Naro-Fominsk.

The Ukrainian Ministry of Defense noted that Moscow and the surrounding region experienced the effects of the largest attack since the beginning of the invasion.
