Ukrainian President Volodymyr Zelensky warned "foreign delegations not to come" to Russia's Victory Day celebration, as Ukraine cannot guarantee their safety.

However, many analysts believe that an attack will not occur given that the parade takes place in an urban area, which means that any attack would involve high civilian casualties, which could lead to violations of the Martial Law.
