Indictment filed against seven people over Tuzla Retirement Home fire

The Cantonal Prosecutor’s Office of Tuzla Canton has filed an indictment against seven people in connection with the fire at the Tuzla Retirement Home on November 4 last year, in which 17 residents died and more than 30 people were injured.

The indictment was filed against former director Mirsad Bakalović (50); Zinaida Razić Halilović (47), head of a department at the retirement home who, at the director’s instruction, was effectively responsible for organizing work and assigning employees, as well as serving as a member of the Management Board; and Mustafa Azabagić (67), who worked as the home’s fire protection and occupational safety officer.

According to the Prosecutor’s Office, the indictment was also filed against three responsible individuals from the company “Inproz” Tuzla, who served as members of the expert team responsible for preparing the 2021 “Fire Risk Assessment” for the Tuzla Retirement Home.

They are accused of committing serious criminal offenses against the general safety of people and property, in connection with causing general danger, between April 2021 and November 4, 2025. Bakalović is also charged with the continuing criminal offense of abuse of office and authority.

According to the indictment, all seven defendants, acting within the scope of their prescribed powers and duties, failed to provide, propose or order the legally required fire protection and general safety measures for residents, in violation of laws, regulations and standards relating to fire and social protection, federal media reported.
