The proposed measure, which is expected to be passed without difficulty, targets individuals whom the authorities consider to be a threat to the state. Critics see the law as a tool to silence opponents of the government.

The draft states that citizenship can be revoked only for those whose second citizenship is not in an EU member state or in Switzerland, Liechtenstein, Norway and Iceland.

Citizenship can be revoked if a person acts in the interest of another state or foreign organization or poses a threat to public order or the security of Hungary.

It is proposed to revoke citizenship for a maximum period of 10 years. The law could affect individuals such as Hungarian citizens and US citizens employed by human rights organizations.

Revocation of citizenship can result in deportation, which cannot happen to a Hungarian citizen.

"Orbán has been using repressive methods against critics and independent civil organizations for years, often justifying this action by claiming that individuals and groups critical of the government represent foreign interests," writes dpa.
