The OHR has informed the RS government that its legal experts's proposal does not represent a basis for further talks. Instead of enhancing the decision-making process within the Council of Ministers and making it more efficient, the Republic of Srpska’s proposal opens the possibility of a blockade, which did not exist even before the recent changes introduced by High Representative Miroslav Lajcak, it was announced today by the Office of the High Representative (OHR) in Bosnia-Hercegovina.
