But as the conflict continued, the nature of warfare changed. We must not forget that the Russians have managed to adapt to this technological transformation. Despite enormous losses, Russia remains largely capable of producing weapons, ammunition, and military equipment,&rdquo; he said.His remarks come at a time when Europe is increasingly debating the need to strengthen its defense capabilities and reduce dependence on external partners.
