Russian Security Council Secretary Sergey Shoigu said that the Ukrainian attack on a college in Starobilsk, in the self-proclaimed Luhansk People’s Republic, “was not accidental” and cannot be described as anything other than a terrorist act.

“The attack on the college in Starobilsk was not accidental — it was a deliberate terrorist attack,” Sergey Shoigu said.

He emphasized that the weapons used in the attack have long range and high precision, meaning they cannot operate without satellite support.

“In modern warfare, such coincidences do not happen,” he said.

“Therefore, there was reconnaissance, there was targeting, there was the input of coordinates, which means this was not an accidental situation, and I cannot describe it as anything other than a terrorist act. Nor can I say I am surprised by the reactions of European countries. Not a single European country that is a member of the UN Security Council reacted to this event, to this catastrophe, to this enormous tragedy,” Sergey Shoigu said.

The Ukrainian military launched drones at the academic building and student dormitory of the Luhansk Pedagogical University in the city of Starobilsk in the early morning hours of May 22. At the time of the attack, as many as 86 students aged 14 to 18 were inside. According to the latest official reports, 21 people were killed and more than 40 were injured.

Russian Foreign Minister Sergey Lavrov accused the West of deliberately ignoring what he called a “terrorist attack by the Ukrainian Nazi regime,” while Foreign Ministry spokeswoman Maria Zakharova called on foreign journalists to visit the site of the attack, adding that she hoped “CNN and BBC are not on vacation.”
