“The high level of terrorist threat that continues to weigh on the national territory, as well as the existence of tensions at the international level, means there is a need to ensure particularly reinforced surveillance of tourist, festive, and symbolic sites,” the memo sent to a Paris police station states, which television channel BFM has seen.
The document also warns of the risk of “gang-related phenomena, abuse, and acts of urban violence, which the authorities intend to combat by identifying gatherings of individuals with violent potential.”
“The objective is to increase visibility and ensure a police presence in certain high-traffic areas, supported by a dynamic video-patrol system,” the statement adds.
Security forces are also instructed “to maintain heightened surveillance in sensitive neighborhoods or those known for regular episodes of urban violence, offenses, or clashes between rival gangs.”
Several preventive measures are also proposed.
For example, providers of social housing and managers of the most exposed locations and sectors are asked to lock access to building rooftops and secure trash containers.
As stated, municipalities are requested to identify and remove abandoned vehicles, bulky items, containers, and any objects that could be used as projectiles or serve as means for arson.
