“It is a special pleasure to host the President of the European Commission. I am especially grateful to her because she has visited Serbia several times, not only its capital. For Serbia, EU membership is a strategic commitment and a priority of our foreign policy — and that will not change. Since the beginning of the conflict in Ukraine, we have not opened a single chapter or cluster. I believe that the progress made regarding the regulatory agency and the voter lists will be positively evaluated.

We are now facing a difficult situation. NIS is under U.S. sanctions, and therefore de facto also under European sanctions. I hope we will have the EU’s support and assistance. I know the EU cannot exempt Serbia from customs duties and new steel quotas, but I hope the European Commission will find a way to make things easier for candidate countries. This winter will not be easy for us. We have secured sufficient quantities of oil and gas,” said Vučić.

“It will be a difficult political winter for us, and in that regard, we will cooperate closely with people from the European Union,” Vučić added.

“We have not made overly optimistic statements regarding EU accession. Today, I cannot promise anything except that we will work devotedly and hard, and I hope we will have the EU’s support and that Brussels will hear us. It’s not all that simple. You know what the two key issues are for us,” he said.

He added that they also discussed maintaining peace and stability in the region and the dialogue between Belgrade and Pristina.

“As they say — it takes two to tango,” Vučić concluded.

Ursula von der Leyen’s Address

European Commission President Ursula von der Leyen said that Serbia can continue to count on the European Union.

“Serbia has made the choice to join the EU, and we expect Serbia to move twice as fast on that path. Take, for example, the energy crisis of 2022, which had a drastic impact — we faced it together. You can continue to count on us,” von der Leyen said, adding:

“We are connecting Serbia to the European energy market. We have invited Serbia to join the EU gas procurement mechanism. We also need to see progress in the areas of rule of law and electronic media. I want to commend the progress made on voter lists and the REM (Regulatory Authority for Electronic Media). I would like to invite you to come to Brussels in a month so we can review the situation. I must commend you for aligning 61 percent of your foreign policy with that of the EU. Within the Growth Plan, you have established an oversight board — I think that’s an excellent signal.”

When asked where she sees a solution for the current political situation in Serbia, von der Leyen said:

“This is certainly a key moment for Serbia. It’s time for the entire nation to come together. The EU is ready to support you — the whole accession process is about that. Everyone should take part in the reform process. The government has been cooperating with civil society organizations. Media and electoral reform are areas in which everyone has an interest. Implementation is the most important thing.”

Vučić: Proud of the Democratic Orientation and Conduct of the State

Afterwards, Aleksandar Vučić also answered questions from journalists:

  • On democracy and state actions:

“I am proud of the democratic orientation and conduct of our state. No one was harmed. This is a country that values freedom of assembly. When discussing the police response, if it ever happened, the police acted only in extreme necessity and with minimal force,” said Vučić.

  • On the presence of foreign nationals at a camp:

“We established the presence of three Russian citizens at the Sunčana Reka camp near Loznica. We also detained Serbian nationals who were accessible to us; they provided information, and the investigation is ongoing. These individuals remain in custody. Just as we detained 11 individuals regarding incidents in Paris, and two regarding incidents in Germany… all those individuals were taken into custody. In this case, there were three Russian citizens present at the camp. The investigation continues,” Vučić added.
