Serbia ranks among the top 20% of the world's most prepared economies for artificial intelligence

According to the 2025 Government AI Readiness Index published by Oxford Insights, Serbia ranked 39th out of 195 economies worldwide. This represents a significant improvement compared to last year’s report, where Serbia was in 57th place.

With this result, Serbia ranks among the top 20% of the most AI-ready economies globally, well above the world average and ahead of many European Union member states, confirming its position as one of the countries best prepared for the adoption of artificial intelligence.

The group of the top 20% most AI-ready economies in the world includes the most developed and technologically advanced countries today, such as the United States, the United Kingdom, Germany, France, and Singapore, as well as China, Japan, South Korea, Canada, the Netherlands, Sweden, and the United Arab Emirates. With this ranking, Serbia positions itself in the same global league as the leading world powers.

According to this index, Serbia ranks higher than countries such as Mexico, Turkey, Egypt, and Argentina, as well as neighboring countries—Greece, Croatia, and Romania—and above all other countries in the Western Balkans.

In a regional context, Serbia stands out as one of the leaders in Eastern Europe, a region that, according to this index, ranks among the three strongest regions globally in AI readiness, just behind North America and Western Europe. The fact that Serbia achieves such a high ranking within one of the world’s most competitive regions further underscores the significance of this result.

Serbia’s high ranking is the result of nearly a decade of systematic digital transformation, improvements in public administration, and strategic investment in new technologies. The index particularly recognizes Serbia’s strong institutional capacity, responsible and functional management of digital technologies, and advanced application of digital and AI solutions in the public sector.

On this occasion, the President of the National Assembly of Serbia, Ana Brnabić, stated:
“This result confirms that President Aleksandar Vučić’s vision and the decision for Serbia to invest early and strategically in a digital state, innovation, and new technologies were correct. Today, we see that Serbia not only follows global trends in artificial intelligence but is among the countries that know how to turn technology into tangible public value. This will be crucial in the coming years, given that artificial intelligence will fundamentally transform the way economies, states, and societies function in the next decade, and we are on the threshold of a new, intelligent era.”

The Director of the Office for Information Technologies and eGovernment, Mihailo Jovanović, emphasized that Serbia continues to make significant investments in state-of-the-art computing infrastructure and that the launch of a new supercomputer is planned for 2026.

“The new supercomputer will further strengthen the development of artificial intelligence, science, innovation, and the digital economy and will be available to the scientific community, startups, businesses, and government institutions. The Office for IT and eGovernment will continue, in cooperation with state authorities and the private sector, to develop AI solutions that provide tangible benefits to citizens and the economy, with the aim of making Serbia recognized as a regional leader in digital transformation and artificial intelligence, while fully respecting the principles of transparency, data protection, and human rights,” stated Jovanović.

The Government AI Readiness Index, published by Oxford Insights, assesses economies’ readiness for AI adoption across six key areas: policy creation and implementation capacity, governance and regulatory framework, AI infrastructure, public sector application, technology development and diffusion, and societal and institutional resilience.

Within this framework, Serbia demonstrates a stable and strong performance across all areas, particularly in public administration, governance, and institutional readiness, which explains the continuity of progress in its ranking compared to the previous year.
