A leaked draft list of potential EU measures, drawn up by the European External Action Service and seen by Politico magazine, includes a range of options, including a "complete suspension" of the Association Agreement between the EU and Israel, which allows for close trade relations and other forms of cooperation.Other proposals include a partial suspension of the agreement, which would require unanimous support from all 27 member states. However, the analysis states that the "suspension of the trade chapter" of the agreement would "remove trade preferences for Israeli products entering the EU market and could be adopted by a qualified majority in the Council", increasing the chances of the measure being passed.A potential ban on the import of all products from illegal settlements in the West Bank would require the full agreement of member states. However, the document states that individual countries could implement the policy at the national level. Alternative proposals include excluding Israel from EU programs for students and researchers, such as Erasmus and Horizon, or limiting technical cooperation and memoranda of understanding. EU foreign policy chief Kaja Kallas is tasked with drawing up proposals after European leaders meet in June, focusing on what measures could be taken against Israel despite opposition from staunch allies such as Hungary and Germany.This happened after the EEAS found in its audit that "there are indications that Israel has breached its human rights obligations under Article 2 of the EU-Israel Association Agreement"."In response to the terrorist attacks on October 7, 2023, Israel launched an intensive military campaign, including the use of large-scale weapons in densely populated areas and severe restrictions on the entry and distribution of essential goods and services to Gaza," the assessment said.

The European Union could cut ties with Israel, established by a mutual agreement signed in 1995, because of the war in Gaza, which has been ongoing since October 2023, Politico reveals.
