According to information available so far, Hanning allegedly obtained classified documents through his former BND chief of staff, Manfred D. He then allegedly used the information to prepare a written analysis intended for an “employee of a foreign intelligence and security service.”

The main question investigators are now trying to determine is whether the analysis actually reached the person for whom it was intended.

According to Der Spiegel, the suspected recipient was an Azerbaijani intelligence officer.

The investigation is still ongoing.

The German federal prosecutor’s office previously said that Hanning is suspected of treasonous espionage, attempted high treason, the disclosure of state secrets, and acting on behalf of a foreign intelligence service.

At the same time, Hanning’s former chief of staff, Manfred D., was also arrested. He is accused of aiding and abetting attempted high treason and treasonous espionage.

Hanning headed the BND from 1998 to 2005, after which he served as a state secretary at Germany’s Federal Ministry of the Interior.
