For experts in the field of security, the message is clear - the clans do not pay attention to the measures or sanctions of the state, reports Euronews Serbia.

Two alleged members of the Skaljari clan were found yesterday around 15:45 dead in a car that was parked on the macadam extension of the local road about 250 meters from the Cetinje-Budva highway.

"The security situation is getting more complicated and it is definitely clear that the transnational clans, such as the Škaljari and Kavač clans, are sending a very clear message to the citizens of Montenegro, and to the security services, that they will not care or take into account the time and place of liquidations," said Ivan Pekić, a security expert.

The police found a burning motorcycle near Budva, which is suspected to have been used in this crime.

"Montenegro, as a small country, a member of NATO, is geographically located at the Strait of Otranto of the Adriatic Sea, where it is very easy to carry out certain traffic activities via the sea routes that go from the fields as well as inside," said Mehmedin Tahirović, professor of security.

The police department announced that it is working on solving crimes, however, S.B. was already the target of an attack 15 days ago.

He is the second victim of the showdown, killed by the rival clan in the second attempt.

"What is very interesting in this phenomenon is that we had two identical cases, namely the murder of Nedović, where one and the same person, after seriously wounding him in the center of Podgorica, liquidated him in front of the house after a few months. Then we got a case - where just less than 17 days ago, during the liquidation attempt, a woman who was on a motorcycle was wounded, now that person has been liquidated along with another person," adds Pekić.

The brutal liquidations of the two clans have been going on for more than a decade. Since 2014, more than 70 people have died in the clashes between Kavač and Škaljari clans.

"The bodies were found on the spot and will now be sent for pathology and expert examinations," says Ana Marinović, the prosecutor.

Minister of Internal Affairs Danilo Saranović said that even more modern systems have problems with criminal clans and that despite the state's efforts, it is impossible to stop every crime.

"Montenegro is not directly militarily threatened from the outside, but from the outside it has certain security influences that are primarily external forms of organized crime. Namely, organized crime has an internal organized dimension where the authorities are involved in that process and an external dimension where the external factor is very important when establishing ties with the authorities in Montenegro," added Tahirović.
