Serbia sends letter of protest to the EU

Office for Kosovo and Metohija's Director Petar Petković told EU Special Representative for Belgrade-Pristina Dialogue, Peter Sorensen, that Belgrade was deeply concerned by EU spokesperson’s latest statement regarding the possible opening of the main bridge.

Namely, the EU’s assessment is that the conditions for opening the bridge have been met. The bridge connects the northern part of North Mitrovica, where the Serbian population lives, with the southern part, which is predominantly inhabited by Albanians.

In a strongly worded letter of protest, seen by Tanjug, Petković said that this assessment was particularly concerning for Serbia, as it neither reflects the actual situation on the ground nor takes into account the fact that key prerequisites previously agreed upon within the framework of the Belgrade-Pristina Dialogue have yet to be fulfilled.

As an example, he pointed out that the issue of the demarcation between “North and South” Mitrovica in the Suvi Do cadastral zone has not been resolved, even though its resolution is directly linked to agreements reached within the Dialogue concerning the main bridge over the Ibar.

He also noted that under the 25 August 2015 Bridge Agreement, issues concerning freedom of movement, infrastructure works and the opening of the bridge were addressed together with security matters of direct importance to the Serbian population in the area around the bridge, Suvi Do and other sensitive areas.

“At the same time, the current security situation, particularly in northern Kosovo and Metohija, indicates that opening the bridge at this time would not be safe and would further increase the sense of insecurity among the Serbian population,” Petković stressed.

He recalled that the area around the main bridge over the Ibar had for decades been one of the most sensitive security points due to numerous attacks on Serbs in Kosovska Mitrovica and throughout Kosovo and Metohija.

He also pointed out that additional concern stems from the fact that members of the Kosovo Police themselves have been reported as perpetrators of ethnically motivated attacks, with cases documented involving allegations of brutal treatment and the covering up of attacks against Serbs.

He also stressed that, as the facilitator of the Dialogue and guarantor of the implementation of agreements reached through the Dialogue, the EU is responsible for maintaining a neutral approach and creating conditions in which outstanding issues can be resolved through agreement between the parties.

“A decision to open the bridge can only be made after all previously undertaken obligations under the Dialogue have been fully fulfilled and a credible and sustainable security assessment has been carried out, ensuring that such a step will not endanger the security of the Serbian population, increase existing tensions or trigger a new crisis in northern Kosovo and Metohija,” Petković concluded.
