I can't figure out why Serbians are so upset when they themselves say they don't want to join the EU.

The Serbians have to sit down by themselves and decide what they really want and what is in their best interest then go out and present their position to the world rather than this childish display of diplomacy.

Half the government is fighting to join the EU the other half is bending over for Russia.

It makes sense. Croats have been a servile people for over 1000 years. They're used to taking orders from Hungarians, Germans, and Italians. No surprise they would happily take the lead in order to please their masters for a pat on the head and an extra portion of gruel in the evening for doing good work.

What Dacic is saying is that another country is behind all this. Basically he means the US. Its in the interest of the US to continue stiring the pot. Not that it will succeed.
You only have to look at how they treat their "allies" such as the Danes when Washington told Moscow that the 90 Syrian soldiers killed was done by Danish war planes despite the fact the US wanted it done.
Watch as Washington wipes their feet on Croatia when its no longer useful to them. I'm not blaming Croatia for lodging objections, as it has no choice, but its better to be an enemy of the US than their ally. At least you know if your on the other side why they kick you, but Washington has regular habit of doing it to their "friends".
