Albanians are never going to ok the CSM because serbs have been so clear they plan on violating all the agreements and trying to turn it into a republika srpska of Kosovo. The fact that the agreement says the CSM will have no executive legislative or judicial authority is being ignored by serbs and its never going to happen. Plus if it did ever happen the statute will have to say all ultimate power is with municipalities and the government of the sovereign and independent republic of Kosovo anyway.

Albanian can't create the CSm because even though the deal is clearly about the formation of a powerless club or fraternity Serbs will make it a Republika srpska! The Serbs say they will not use it for "overview" but control. When the deal says the CSm will have a president and ssembly it's like when students have a class president and student council! It doesn't control the school! Serbs are going to try to make their council the government of the municipalities. So Albanians can't ever approve it. many Kosovo Serbs will also reject any constitution of the CSm that says It's under the jurisdiction of the sovereign and independent republic of kosovo!
