Russia won't ratify International Criminal Court's Statute

It has been a huge disappointment. Another political court considering it has only brought charges against black Africans.

Why does the US support, promote and refer to the ICC when pushing its own warped agenda, whilst at the same time it won't ratify the Court's Statute or be held accountable to it??
Is it because the US is the biggest instigator of war crimes throughout the globe?
Is it because the ICC is nothing more than sad PR tool designed to promote the west whilst demonize its enemies?

during the 14 years that the ICJ exists (including the b92 forum) it has spent USD 1 000 000 000 and they've sentenced 4 men only ! USD 250 Million per scalp - too expencive many think.

Russians and Serbs are very much alike. I have neighbors, a Serb married to a Russian. They have a white Toy Poodle, named Spike, shaved to look like a lion. When they want to frighten neighborhood children the put a muzzle on Spike. The only problem is Spike is scarred to death of cats.
