I think The HRW numbers are probably too low as this report was done so recently after 1999. The Serbian government numbers are too high because the Serbian government overestimated everything for maximum "we are victims" effect.

There were still more civilians killed in Hungary by the Soviets and allies in 1968 than killed by NATO in 1999

Don't make me laugh, where is your evidence? There was no such thing as "cancer" in former Yugoslavia compared to Western Countries such as America which pollutes its environment and food chain daily. Don't forget smoking as well; the highest smoking rates are in the Balkans and Turkey, but the incident rates of Cancer are low compared to the United States because the land is not polluted with chemicals and pollutants like the US. Do you need more facts for your brain to absorb or do you have too many blockages from the fast food you consume?

Lavrov wasnt comparing numbers he just said that 1999 was the first armed attack on a sovereign state after 1945.
Approximately 1500 civilians killed in Budapest, compared to total 500 civilians in Serbia, Kosovo and Montenegro

Agreed. Two wrongs don't make a right, as the saying goes. But I think the point he's making is the 'West's' hypocrisy when it comes to foreign interventions. Civilian infrastructure was deliberately targeted in Serbia during the NATO aggression on that country. Lavrov didn't mention the cluster bombing of a marketplace in the city of Nis. Serbia was subjected to a campaign of terror bombing. NATO aircraft attacked at will. And when the targets ran out, as they would in such a small relatively defenceless country, they went for civilian targets such as hospitals, schools, bridges, power plants, and media outlets. These are war crimes. But because the 'West' was responsible (hiding behind the derisory euphemism 'collateral damage') nobody was held to account. And nobody ever will be held to account. Lavrov wasnt comparing numbers he just said that 1999 was the first armed attack on a sovereign state after 1945.
Approximately 1500 civilians killed in Budapest, compared to total 500 civilians in Serbia, Kosovo and Montenegro

Don't make me laugh, where is your evidence? There was no such thing as "cancer" in former Yugoslavia compared to Western Countries such as America which pollutes its environment and food chain daily. Don't forget smoking as well; the highest smoking rates are in the Balkans and Turkey, but the incident rates of Cancer are low compared to the United States because the land is not polluted with chemicals and pollutants like the US. Do you need more facts for your brain to absorb or do you have too many blockages from the fast food you consume?

Before you start to write or criticize there are some principles that you need to accept as basic:

1. Audiatur et altera pars-Let other side be heard
2. Dont talk about something that you haven't read or even less criticize it
3. Fact are facts,like it or not you can't change it what ever you do
4. Being polite is more important than have a right

So far you just make yourself look childish. Maybe you shouldn't join conversation with gorwn up people. Do your school homework or whatever you do. You are from clan society, you should know tolet grown up people talk.

I think The HRW numbers are probably too low as this report was done so recently after 1999. The Serbian government numbers are too high because the Serbian government overestimated everything for maximum "we are victims" effect.

There were still more civilians killed in Hungary by the Soviets and allies in 1968 than killed by NATO in 1999
