Pristina's representatives will boycott a gathering in Nis where, according to announcements, Serbian and Albanian governments will sign a number of agreements.
My guess is that the meeting does not take place and that the Albanian side will cancel attending, but sign the agreement via courier without a meeting. So Pristina's frustration of the meeting will be one of image (no meeting takes place) but not of substance (the documents will be negotiated and signed).
Why should a regional government be present? These are talks between national governments - I don't think that representatives from Pristina are at the same level...
