If he poses no threat to the US why not send him there then?
Besides, who cares if he poses threat to the US or not, does he pose a threat to Montenegro or surrounding countries?

All these people that the US are sending to Serbia or Montenegro will not remain there for long. They will all make their way back to their countries. The US will provide some money to monitor these guys but give it 6 months and that money will run out and the local authorities will point then in the direction of the Middle East and they will all be gone.
They are not interested in the Balkans, they have bigger fish to fry such as the US.

IMO-Montenegro is hoping to score some favor with the US. It's their accommodation of the US request, it has nothing to do with the guy.

Why Montenegro? There's enough gypsies there. Why don't they send him off to their best friend Saudi Arabia where he will fit in perfectly?

The guy was never charged, because in all probability he never actually did anything. If there was absolutely anything they could have charged him for they would have, but instead he was locked up for 15 years. What the Governments of George Bush and Obama did in Guantanamo is a national disgrace.

Excuse us whilst we laugh our heads off at this story. That'll save this jihadi from having to decapitate us all at a later date.

The U.S. authorities say he, "changed his mindset during his 14 years in prison."

Yea, right. LOL! This is just to clean up Obama's legacy before he leaves office.

The US is dumping their problems on to other smaller and weaker countries. Just the US being the global bully, as usual.
