There is only one way to stop this. Hit the pocket of the person driving the car and hit it hard. If you think you are going to pay euro100 fine you speed or drive without due care or jump a traffic light then you will think twice. Plus a driver should lose his licence after three misdemeanours

A breakdown of nationalities involved in the road traffic incidents would be interesting.
During the tourist season I shudder on the highway when I see convoys of powerful motors speeding in the outside lane, impatient of the traffic in front.
These motors usually have 'A', 'D' and 'NL' plates. Yes I know there's others.
The distances they have travelled usually means Serbia and Croatia are located at the point of driver fatigue at high.
Add the common mentality of the Balkan driver and the period quoted is a high risk one.
I suggest average sped monitoring resulting in hefty penalties wiuld be one answer.

As a frequent traveler to the region, how about installing lights throughout the highways as well. This will prevent drivers from using high beam lights, which many use and blind other drivers. While there are other issues, installing lights will at least improve night time driving.
