A tunnel and a bypass road were ceremonially opened Tuesday at the historic Golubac Fortress on the Danube River, in eastern Serbia.

People will not come back unless there are good jobs and career opportunities. This of course doesn't include jobs at near slave wages, like for the Fiat workers.

Oh, that´s a very ugly solution you found. Some concrete tunnel.
What about working with people who have some knowledge and not just charging for a tunnel?
