For the moment there is a convergence of interests:
Fiat is cold on Russia due to the dive of their auto market and Russia is desperately try to save his own car production so is unwilling to import more

why doesn't Serbia's best friend Russia start to buy Fiat 500L's and helps Serb workers to keep their jobs and feed their families. Putin even promised that in the past, but I guess more empty promises from a man who repeatly showed that he is everything BUT trustworthy.

First of all it is Fiat's decision to enter a new market with a new model because Fiat has to come up with the money to establish sales and service network all over Russia. And Russia is not a small country to cater for. The new network would cost €100 million easily for such a huge country. It's purely a business decision and looks like Fiat is not willing to invest that kind of money into Russia.
