A militant terrorist organization does not have the support of the vast majority of the population. A comparison to E.T.A is like comparing the Serb declaration of independency during Ottoman reign with ISIS.
The word you are looking for is a liberation movement and a peoples army against an occupation force who only knew terror. You never know after after election there PP need another political party to govern and don't have another choice and to recognize it mostEU did it but Spain has Cataluna and Pais Vasco who scared from them they don't do same like Kosova.
