Kosovo managed to make progress despite Serb opposition and obstruction. The idea of a shortcut only lead to going the long way anyway. EU has failed to demand accountability on both sides.

If someone wants to negotiate then Kosovo Serbs need to step forward and handle their business if they want to have any future in Kosovo. Kosovo Serbs can have a future in Kosovo, Beograd never will. Beograd today is as if Milosevic was never gone. Nothing has changed.
