The judges comment when proclaiming the judgement 'he was released because of witness intimidation' is considered like a decoration with a medal of honor in Kosovo society.

Well, that is hypothetical :) Do you have any example of judges commenting when proclaiming the judgement 'he was released because of witness intimidation'?

True, in Kosovo, only non-convicted war criminals who were set free after witnessed were silenced, had 'car accidents' or 'committed suicide' have credibility in politics.

He has a point. Not sure why they need to wait for agreements or whatever. Every municipality in Kosovo, like municipalities in Serbia or elsewhere, can choose to cooperate with other municipalities for matters within their jurisdiction. For example, if there is a bridge that connects two municipalities, they can create a joint authority to manage the bridge. Or, for example, two or more municipalities can create a joint authority to deal with trash collection, if that is cheaper... etc etc. So, I'm not really sure what they are waiting for.

Normally, I would agree but being "convicted" by Albanian "judges" who are more accustomed to judging goats I think its laughable to consider anything in Pristina other than a circus. Its even worse the the ICTY if that is possible.

They would have done this if possible by now, if you do there will be 4 municipalities and the ones south of Ibar will suck their thumb.

Then again Serbia has that all important chapter 35 - I am sure they won't think its Kosher to do that.

So good luck hope the food is good in prison.
