If you had read the Serbian Law you would have known it is the responsibility of municipal governments to register citizens on the single electoral roll, and not the Serbian government, as you erroneously claim.

I can certainly recognize that, but there is no requirement on that law for a Serbian citizen to request to register in order to vote like you argued. The Serbian law requires the government to register a citizen and maintain the electoral roll ex officio.

That's different from laws in the US which usually require governement to register a citizen only if that citizen sends a request to be registered. That's why your metaphor of using US law to argue about registration requirements in the electoral roll in Serbia was a nonsense.

I can appreciate these goals and reforms, but why does the NATO organization have the task of carrying the torch?
This is a military organization designed for military purpose..
Wouldn't social and economic issues be better suited to groups that sponsor these kind of directives?

The location of a center has nothing to do with the nationality of the trainers, and the nationality of the trainers has nothing to do with their degree of preparation or what kind of people they are. A few examples: Djokovic does not live in Serbia but he used to, Nikola Tesla and Slobodan Milosevic were both Serbs.

Nonetheless, we may all agree the demographics of this region provides for a limitless supply and high concentration of eligible study subjects.
