Good grief. Before a trainer can train people, the trainer must first have a grasp and complete understanding of the subject matter.
If Tirana has the definitive causes and reasons for radicalization, then please enlighten us and publish this definitive study. Moreover, if this process is so well understood, then prevention would be obvious.
The assertion that trainers must "find ways", implies a nebulous research goal rather than the training of a definitive process. The task would be akin to trainers "finding ways" to prevent schizophrenia or bipolar disorder.
Nonetheless, we may all agree the demographics of this region provides for a limitless supply and high concentration of eligible study subjects.

I can certainly recognize that, but there is no requirement on that law for a Serbian citizen to request to register in order to vote like you argued. The Serbian law requires the government to register a citizen and maintain the electoral roll ex officio.

That's different from laws in the US which usually require governement to register a citizen only if that citizen sends a request to be registered. That's why your metaphor of using US law to argue about registration requirements in the electoral roll in Serbia was a nonsense.

If you had read the Serbian Law you would have known it is the responsibility of municipal governments to register citizens on the single electoral roll, and not the Serbian government, as you erroneously claim.
