The Croatian stance will continue for a while longer until one day a jet will arrive at Zagreb airport. A small delegation from Brussels will exit the airplane and step into limousines where they will be driven direct to the Presidential office where the President and PM will wait for them. They will be taken to a meeting room where a case will be opened and document, agreeing to Serbia starting negotiations with the EU taken out and the President and PM will be told to sign it, no not asked but told.
Nothing else will be said and they will sign those papers, end of story. Does any think for one moment Croatia is that important? If so continue to delude yourselves LOL.
Greece and Macedonia are very different. For starters Greece has lots more history behind it. Its seen as the birth of western civilization. The only thing in Croatia is Ustasha.

There are so many internal problems and conflicts in the EU and its surroundings (Brexit, migrants, youth unemployment, Ukraine-Russia conflict etc.) that no EU country has the will to open another front against Croatia by supporting Serbia. So this conflict has to be resolved between the two countries and do not expect outside help. There is very little the EU can do to change Croatian position. Looks like this is developing into a Greece-Macedonia style ongoing frozen political conflict with no end in sight.
