Of course, the US has apologized when it was appropriate to apologize (the apology for the Chinese Embassy bombing in Belgrade is certainly not the only case where US has apologized for mostakes).

Were the two Serbian victims found under the rubble of the building destroyed by American bombs and rockets? If so, then that is fairly conclusive evidence.

Well, first of all, the "if" part that you mentioned has not been proven.

Second, even if that is proved, it is only evidence that they were dead in that building. It is not evidence that proves who killed them or how they were killed.

And third, even if some other evidence emerges that the American bombing killed them, still there is nothing for the US to apologize if nobody informed the US that Serb citizens were in that building and the US observed the building for a long time before deciding to bomb it without detecting any movement of Serbian citizens or other civilians there. By that logic Russia should have never bombed anything in Syria because two Serb citizens might have been there!

Americans are not, of course, interested in evidence. What they want is subservience and obedience. Serbia must accept what they are told even if they know it is a big lie.
