I don't believe that Nikolic is especially pro EU but he realises that the proposed referendum is pointless and will achieve nothing whatever the result. Citizens of the RS don't spend each day pondering the decisions of the BiH Constitutional Court or the High Representative but if you ask them "Do you support the unconstitutional and unauthorised imposition of laws by the High Representative...........etc"?, you will likely get the answer that Dodik wants. I cannot think of another full democracy where such a leading question would be allowed. Surely the whole purpose of the referendum is to determine whether or not the people believe decisions to be unconstitutional, not to assume it as a fact in the question itself. Dodik would almost certainly get the response he is looking for without the need to load the question this way.

Rote: Why should it be strange that someone from outside the Balkans has knowledge of the area? Noel Malcolm is one of the foremost authorities on the region as is Misha Glenny. He rebelled against the Germans in September 1943 and fought them all winter through defending Bali city. He was even wounded. But in April 1943 he was arrested by the Brits and shot down as if for killing a British captain. Remember this name as he was the only executed after WW2 and while he deserved a Purple Heart ! But such are the Brits …
