Peggy: I have now read back through the comments on this page and see that you have mistaken me for 'NATO gal' with whom you had a previous exchange (I have made no references to NATO bombing with regard to this article neither am I a 'gal'). I await your apology for the accusation of lying and for not knowing my job. In the same spirit I apologise for not having read through all the previous comments before writing my own comment two minutes ago.

There is plenty of evidence of what happened just because NATO won't make any accusations against themselves doesn't make what they say true.

Nikolic is trying to link the RS government stability to Dodik , in effect saying any attack on Dodik is an attack on the government when this is not the case. Even if there was a plot to topple Dodik or he were legitimately jailed for corruption, this may or may not topple the government.
If the Bosnian authorities attempt to jail Dodik, this can safely be dismissed as an invented plot to destroy the government. Dodik can then keep the 750,000 Euro of tax payer money that he allegedly used for his villa

Peggy: This story does not relate to NATO bombing; why have you changed the subject? SJ: You are supporting my assertion that there are no plans to remove Dodik and that his back is covered by the Russians, are you not, but yet you phrase your comment as if we disagree, which we clearly don't. Whether the West "would like nothing better than to remove Dodik" is not at issue here. What Nikolic has claimed is that he has been told that plans are afoot to "topple" MD and there are no such officially sanctioned plans, not least for the reason that you gave and that I mentioned in an earlier comment.

@SJ, Ned clearly either doesn't know what he is talking about or he is lying.
It's a well known fact that NATO targeted civilian places. John Pilger has put this in his book and plenty of evidence of that in Belgrade. There are pictures of destroyed civilian targets and yet Ned is telling us how he and they took care not to target civilians.
Ned, whatever you are doing in Bosnia can't be that important or you would know this.

Milorad Dodik did not decide one morning to have this referendum because there was nothing to do that day. He would have been given the green light from Putin himself. Dodik ignores the OHR. I recall on an occasion earlier this year he walked past Inzok like he did not exist.
The west would love nothing more than to remove Dodik, but they can’t and a referendum will be held and a no confidence vote in the BiH judicial process will emerge and not a thing will happen except a weaker BiH. But if they want to avoid this I suggest that they reorganise the judicial process where people other than just Serbs are locked up for war crimes. I have not seen Muslims or Croats charged or if they are they walk in the front door and walk out the back.
The US is preoccupied with NATO expansion because that is its last foothold in Europe and keeping ISIS going so they can do their dirty work for them.
There is too much policy work and not enough living in reality and that is why the west is dying.

SJ: I do not work for OHR and will not defend their decisions, I simply pointed out that I know what their thinking is. Yes, I work in the IC in Bosnia and am party to various policy positions but that doesn't mean I agree with them all. What you ought to know is that the main difficulty in BiH is not between Russia and others but between the EU and the US. The EU policy is almost solely designed to lead to accession to that organisation and they see Dodik as a major stumbling block because he doesn't want to do anything that strengthens the state, which joining the EU would do. The US however doesn't give a damn about whether or not BiH joins the EU or NATO and has only one foreign policy interest; counter terrorism. To this end Dodik, however contrary he may seem, is an ally and therefore OHR (who frankly are more pro US than the US Embassy) will not move against him unless he does something so outrageous that they are left with no choice. Bearing in mind how he has behaved on occasions, threatening physical violence against female journalists on live TV for example, without any consequence, he has a lot of leeway. Peggy asked me to substantiate my previous comments but proving a negative is almost impossible. There are certainly no official plans to do anything concrete about MD. The person who needs to provide more information is Nikolic but he is probably no more free to give public details than am I.

What the west wants is to knobble RS so that it only remains on paper and then the forces of freedom and democracy prevail where Sarajevo rules while recognising Kosovo and joining NATO. The west wants to water down Dayton – it’s been in the media many times because BiH is not working according to them – Dayton was supposed an interim plan. Its costing too much but that’s what happens when you have western fools invovled.
If you are in the administration of the OHR then you guys are not playing with a full deck of cards. You should have taken over RS in the early days when you had the power right after the war not now. Then Russia was weak. It’s all too late mate just have a look what Moscow is doing in Syria and the west can lift a finger. OHR is playing with chess pieces lost a long time ago.
Look at Montenegro, Milo opened his mouth to join NATO and it’s going to be bye, bye Milo.

Peggy: There are a number of plans within the IC based on different scenarios for Mr Dodik and there have been for many years. None of these involve 'toppling him'. If you haven't yet worked out what my role in BiH is then you are not as bright as I thought you were. I have first hand knowledge of the current thinking within OHR/EUSR but they wouldn't thank me for sharing it with you. You can choose what and whom to believe but the proof of the pudding is in the eating so come back to me when he has been 'toppled' (as opposed to removed for anti Dayton behaviour) and we can discuss this again.

It is a fact that NATO bombed and bombed in Kosovo with very little success – they targeted everything that moved, entire families running away from the war were obliterated on the roads and then NATO BS machine told everyone how much they loved them and it was Slobo’s fault for their deaths. NATO threw even the “kitchen sink” in Kosovo with very little to show for.
When they realised that nothing was working they then targeted infrastructure to “bomb Serbia into the stone age”. Newspapers around the world reported on this many times. You should read up on a subject before posting.
When it was over the US Defence Secretary William Cohen was shocked to see the numbers of Serbian troops leaving Kosovo with enormous quantities of equipment that were not even scratched. He was so angry that he refused Colonel Klink’s aka Wesley Clarke, request for a victory parade in New York and removed him 3 months earlier from his post as head of NATO. You see Colonel Klink was telling little porkies to big Bill about the success rate.
Journos embedded with NATO troops were so surprised that very little military equipment was hit. One said he saw a truck and a tank in all of Kosovo and he suspected the tank broke down rather than being hit.

It's pretty clear that certain governments want RS sovereignty taken down a notch or two from what Dayton guarantees.

This is for two reasons:

1. To ensure that Bosnia does not unravel

2. To take away Belgrade's Kosovo insurance card

Serbs don't need to do anything in Bosnia except stick by the Dayton agreement which was signed by all 3 parties.

The greater the efforts to curtail RS sovereignty the greater the voices for BBB (Bye-Bye-Bosnia)

That is a lie or very ill-informed.

NATO deliberately targeted economic infrastructure and civilians because it could not fly lower without loss of planes/ pilots.

In order to avert a humanitarian catastrophe in the making, NATO bombed civilians (in order to terrorize them into getting the Serb government to relent) and economic infrastructure (in order to make the cost of continued obstinance very great.

Both of these actions are war crimes according to the Geneva Convention.

Tell that story to some newspaper because that dog don't hunt.

An agreement was reached and only another agreement can change that so yes RS is important because it represents this agreement. Only the people of RS can make this decision.

There are no plans to destroy the RS from the IC and there are certainly no plans to reduce the powers that it was given under the Dayton Agreement unless the RS consents to this, which isn't going to happen. There will, however, be strong resistance from the EU and the US if Dodik attempts to undermine Dayton Bosnia by continuing to insist that judgements of state bodies don't apply to the RS or if state level law enforcement bodies are obstructed from carrying out their functions. Let's not forget that the Director of SIPA (who carried out recent arrests) and the Minister of Security who would have been forewarned of these actions are both Serbs. Dodik is looking for an excuse to hold a referendum and Nikolic seems determined to give him one. What the west wants is to knobble RS so that it only remains on paper and then the forces of freedom and democracy prevail where Sarajevo rules while recognising Kosovo and joining NATO. The west wants to water down Dayton – it’s been in the media many times because BiH is not working according to them – Dayton was supposed an interim plan. Its costing too much but that’s what happens when you have western fools invovled.
If you are in the administration of the OHR then you guys are not playing with a full deck of cards. You should have taken over RS in the early days when you had the power right after the war not now. Then Russia was weak. It’s all too late mate just have a look what Moscow is doing in Syria and the west can lift a finger. OHR is playing with chess pieces lost a long time ago.
Look at Montenegro, Milo opened his mouth to join NATO and it’s going to be bye, bye Milo.

Milorad Dodik did not decide one morning to have this referendum because there was nothing to do that day. He would have been given the green light from Putin himself. Dodik ignores the OHR. I recall on an occasion earlier this year he walked past Inzok like he did not exist.
The west would love nothing more than to remove Dodik, but they can’t and a referendum will be held and a no confidence vote in the BiH judicial process will emerge and not a thing will happen except a weaker BiH. But if they want to avoid this I suggest that they reorganise the judicial process where people other than just Serbs are locked up for war crimes. I have not seen Muslims or Croats charged or if they are they walk in the front door and walk out the back.
The US is preoccupied with NATO expansion because that is its last foothold in Europe and keeping ISIS going so they can do their dirty work for them.
There is too much policy work and not enough living in reality and that is why the west is dying.

It's a well known fact that NATO targeted civilian places. John Pilger has put this in his book and plenty of evidence of that in Belgrade. There are pictures of destroyed civilian targets and yet Ned is telling us how he and they took care not to target civilians.
Ned, whatever you are doing in Bosnia can't be that important or you would know this.

Nikolic is trying to link the RS government stability to Dodik , in effect saying any attack on Dodik is an attack on the government when this is not the case. Even if there was a plot to topple Dodik or he were legitimately jailed for corruption, this may or may not topple the government.
If the Bosnian authorities attempt to jail Dodik, this can safely be dismissed as an invented plot to destroy the government. Dodik can then keep the 750,000 Euro of tax payer money that he allegedly used for his villa

An agreement was reached and only another agreement can change that so yes RS is important because it represents this agreement. Only the people of RS can make this decision.

There are no plans to destroy the RS from the IC and there are certainly no plans to reduce the powers that it was given under the Dayton Agreement unless the RS consents to this, which isn't going to happen. There will, however, be strong resistance from the EU and the US if Dodik attempts to undermine Dayton Bosnia by continuing to insist that judgements of state bodies don't apply to the RS or if state level law enforcement bodies are obstructed from carrying out their functions. Let's not forget that the Director of SIPA (who carried out recent arrests) and the Minister of Security who would have been forewarned of these actions are both Serbs. Dodik is looking for an excuse to hold a referendum and Nikolic seems determined to give him one. It's interesting that the foreign diplomats don't seem to have passed the same message that Nikolic claims to have received to Mr Vucic who made no mention at all of any of this after a recent meeting with Dodik.

It's pretty clear that certain governments want RS sovereignty taken down a notch or two from what Dayton guarantees.

This is for two reasons:

1. To ensure that Bosnia does not unravel

2. To take away Belgrade's Kosovo insurance card

That is a lie or very ill-informed.

NATO deliberately targeted economic infrastructure and civilians because it could not fly lower without loss of planes/ pilots.

In order to avert a humanitarian catastrophe in the making, NATO bombed civilians (in order to terrorize them into getting the Serb government to relent) and economic infrastructure (in order to make the cost of continued obstinance very great.

Both of these actions are war crimes according to the Geneva Convention.

Tell that story to some newspaper because that dog don't hunt.

It is a fact that NATO bombed and bombed in Kosovo with very little success – they targeted everything that moved, entire families running away from the war were obliterated on the roads and then NATO BS machine told everyone how much they loved them and it was Slobo’s fault for their deaths. NATO threw even the “kitchen sink” in Kosovo with very little to show for.
When they realised that nothing was working they then targeted infrastructure to “bomb Serbia into the stone age”. Newspapers around the world reported on this many times. You should read up on a subject before posting.
When it was over the US Defence Secretary William Cohen was shocked to see the numbers of Serbian troops leaving Kosovo with enormous quantities of equipment that were not even scratched. He was so angry that he refused Colonel Klink’s aka Wesley Clarke, request for a victory parade in New York and removed him 3 months earlier from his post as head of NATO. You see Colonel Klink was telling little porkies to big Bill about the success rate.
Journos embedded with NATO troops were so surprised that very little military equipment was hit. One said he saw a truck and a tank in all of Kosovo and he suspected the tank broke down rather than being hit.

SJ: I do not work for OHR and will not defend their decisions, I simply pointed out that I know what their thinking is. Yes, I work in the IC in Bosnia and am party to various policy positions but that doesn't mean I agree with them all. What you ought to know is that the main difficulty in BiH is not between Russia and others but between the EU and the US. The EU policy is almost solely designed to lead to accession to that organisation and they see Dodik as a major stumbling block because he doesn't want to do anything that strengthens the state, which joining the EU would do. The US however doesn't give a damn about whether or not BiH joins the EU or NATO and has only one foreign policy interest; counter terrorism. To this end Dodik, however contrary he may seem, is an ally and therefore OHR (who frankly are more pro US than the US Embassy) will not move against him unless he does something so outrageous that they are left with no choice. Bearing in mind how he has behaved on occasions, threatening physical violence against female journalists on live TV for example, without any consequence, he has a lot of leeway. Peggy asked me to substantiate my previous comments but proving a negative is almost impossible. There are certainly no official plans to do anything concrete about MD. The person who needs to provide more information is Nikolic but he is probably no more free to give public details than am I.

Peggy: There are a number of plans within the IC based on different scenarios for Mr Dodik and there have been for many years. None of these involve 'toppling him'. If you haven't yet worked out what my role in BiH is then you are not as bright as I thought you were. I have first hand knowledge of the current thinking within OHR/EUSR but they wouldn't thank me for sharing it with you. You can choose what and whom to believe but the proof of the pudding is in the eating so come back to me when he has been 'toppled' (as opposed to removed for anti Dayton behaviour) and we can discuss this again.
