Don't be too sure of that, the election process in Montenegro is at best suspect and many irregularities such as transparency of voter lists and not allowing Montenegrins to vote who live in Serbia proper or even in the diaspora who have valid Montenegrin citizenship.
(Jugoslavija, 21 December 2015 23:33)

Well, but that legitimacy has Russia that was not elected at all by Montenegrin citizens to determine Montenegrin affairs?!!!

Also, not allowing Montenegrins who live abroad to vote, does not make the election process suspect. Serbia, for example, did not allow most of Serbian citizens in Kosovo to vote for Serbia's constitution in 2006 and I'm not hearing Serbs calling that vote suspect!

Interesting idea of dictatorship. As far as I know, this 'dictator' was elected, and the MPs, too. And unlike in other countries like Russia or Turkey or similar autocrat regimes, opposition parties were not harassed or hindered.

P.S: This system where democratically elected MPs and government make decisions is called 'representative democracy' or 'constitutional democracy'

WINNING ELECTIONS IN MONTENEGRO-Analysis of misuse of public funds and office in the election campaign

"Trust in the fairness of the election process in Montenegro
decreased after the latest accusations of the opposition and CSOs that the leading governing party systemically misused public funds and office to affect election results. Laws governing this area need to
be changed and practices improved in order to increase
democracy. Voter lists are still not sufficiently transparent....."https://dgap.org/sites/default/files/article_downloads/mans_montenegro_winning_elections_in_montenegro.pdf

"Now a dictatorship is when Montenegrin government take a controversial issue such as NATO membership and make a unanimous decision to join, disregarding the values and interests of its constituents and building a future based purely on the values and interests of the MPs and their foreign supporters... Asking the people about any major decision is another version, you have some elements in Switzerland for example, where every group can call for a referendum about a law or decision when there are enough people initially supporting this referendum. The final results of the referendum are then binding for the government.

And to tell other states what to do and what not to do is typical Russian behavior - probably a leftover from the attitude of the Soviet Union towards their vassal states in the Warsaw pact.

The Big Picture? All my Serbian Brothers and Sisters in the world open your eyes and your minds! The USA, England and Germany desire and plan to Isolate, demonize and vilify Russia! The goal is to destabilize the Russian government and kill off the current leadership who is defending it's sovern rights and replace them with a puppet government that will turn over all vast Russian mineral deposits to Satan! Just like the murder of Jugoslavia, now the target is Russia! Why all of a sudden the build up of NATO at the door steps of Russia? Russia today at a most difficult position of all times, the Devil knocking at her door! Will the USA, England and Germany ever occupy Russia like it did our Dear and Beloved Serbian Kosovo? Well one way to occupy is by toppling the current government and installing a puppet government that will spill all the riches directly into the claws of Satan! Any Serbian who has doubts towards Russia better they never been born! Russia is Europe and with out her Europe would not exist today! If Hitler would of won world War Two no Christian Eastern Orthodox Slav would be alive today in the whole world! So it hurts me very much when I read or hear that any Serbian doubt's Russia! even though I am a Serb my first and most profound love and prayer is to Dear Mother Russia! I pray that Serbian people can control their negative comments regarding our Dear Mother Russia especially in this most difficult and trying time for all Eastern Orthodox Christianity!

Russia wanted eastern Ukraine too but it failed. One of the reasons why Putin sent Russia's military to Syria was to pull out of eastern Ukraine slowly and silently. More or less he did what Sloba did in Croatia.

Serbia has still clearly not changed at all since the time of Milosevic, and they are proving this by trying to destabilise Kosovo and Bosnia so that they can start new wars,we should be very careful about this.

Democracy vs dictators....

A democracy like Montenegro should represent what the people want, it should represent the values and interests of the people and the people in Montenegro are divided on NATO membership, so if the country is divided on this issues, they should clearly have a referendum to settle this division for the sake of the people...

Now a dictatorship is when Montenegrin government take a controversial issue such as NATO membership and make a unanimous decision to join, disregarding the values and interests of its constituents and building a future based purely on the values and interests of the MPs and their foreign supporters...

Montenegro MPs are overlooking the interests of their people and this is dangerous... The MPs are looking at short term gains, not long term stability... NATO will and can do nothing to help the MPs when the people of Montenegro revolt against their dictatorship government, nothing can save them from internal instability, NATO may be able to help for external problems, but for domestic problems Montenegro MPs will be on their own and their NATO membership may just be the cause of such domestic instability...

We will soon see if Montenegro is a dictatorship or a democracy, I hope for the sake of democracy that the government chooses to have a referendum...!

"Such an inflammatory statement is yet another in a series made by "Russian officials who often behave as if Serbia was their governorate. A Russian ambassador behaved like that in the recent past, in the middle of Belgrade. "

Not surprising to me. I think the ass-kissing behavior of politicians of the currents Serbian government could make them think so (that Serbia is
their governorate).

And to tell other states what to do and what not to do is typical Russian behavior - probably a leftover from the attitude of the Soviet Union towards their vassal states in the Warsaw pact.
